PengMing－MinwasborninTaiwan1923duringtheJapaneseoccupationperiod.PengreceivedhiseducationinTaiwan.Later,duringWorldWarII.,hestudiesattheImperialTokyoUniversity.Heobtainedhisbachelor’sdegreefromNationalTaiwanUniversityandwentontopursueMastersdegreefromMcGillUniversityinCanada.HereceivedadoctoraldegreeinLawfromtheUniversityofParisin1954.AfterreturningtoTaiwan.PengbecameProfessorandChairmanofPoliticalScienceDepartmentattheNationalUniversityofTaiwanfrom1961to1962.PengwasarrestedintheFallof1964,WhilehewasPreparingamanifesto,“DeclarationofFormosans”,callingforanewdemocraticconstitutionandindependentofTaiwan.Chargedwithsedition,Pengwassentencedtoeightyearsofimprisonment.ChiangKai－shekreleasedPengfrommilitaryprison14monthslater,butplacedPengunderhousearrestforlife.InJune1970,after5yearsofhousearrest,PengdramaticallyescapedfromTaiwanandreachedSweden,wherehewasgrantedpoliticalasylum.PengbecameaseniorresearchscholarandvisitingprofessorattheUniversityofMichiganfrom1970－1972,andthentaughtattheWrightStateUniversityinOhiountil1974.HewasPresidentofFormosanAssociationforPublicAffairs(FAPA)from1986－1989.After22yearsexileinUnitedStates,HefinallyreturnedtohisbelovedhomelandofTaiwaninNovember1992.HereceivedtheheroicwelcomefromthepeopleofTaiwan.PengisnowconsideredthespiritualleaderoftheTaiwanesepeoplebothinU.S.A.andinTaiwan.AfterreturningtoTaiwan,Pengcontinuedtodevotehiseffortstospeakoutfortherighttoself－determinationofTaiwaneseanddemocratizationofTaiwan.
