本書於2007年3月面世以來，已經過去了九年的時間。在此期間，“一國兩制”在實踐中不斷探索前進，香港基本法在實施過程中也產生了新的文獻。為了及時反映這些發展和變化，滿足讀者學習和使用的需要，我們徵求了有關專家學者的意見，對原書做了新的增補和修訂。
本次增訂一方面增加了新的內容，主要包括近年來關於修訂香港特別行政區行政長官和立法會產生辦法的法律性文件，以及全國人大常委會2011年對基本法某些條款做出的解釋；另一方面調整了部分內容，在結構上進行了重新編排，改變了原書按照時間順序編排的方式，將收錄的內容分為三個部分：《中華人民共和國香港特別行政區基本法》及其相關修訂和解釋，全國人民代表大會及其常務委員會關於實施基本法的其他相關決定，以及其他相關文件，以方便讀者查找和使用。
希望增訂本能給讀者帶來更加豐富的內容和更多的便利，得到更多讀者的歡迎。
Editorial Foreword
The first edition of this book was published in March 2007. The past nine years have seen the continuous advance of the practice of “One Country, Two Systems” as well as gradual improvement in the implementation of the Basic Law of the Hong Kong Special Administrative Region. In order to reflect the aforementioned progress and development and meet the learning and practical needs of readers, we make supplements and revisions to the book after soliciting advice from academics and experts specialized in the Basic Law.
The first major change from last edition is the inclusion of new materials, including legal documents concerning amending the methods for the selection of the Chief Executive and the formation of the Legislative Council, and an interpretation made by the Standing Committee of the National People’s Congress in 2011 on specific articles of the Basic Law. The second major improvement relates to the book’s structure. The last edition organizes the documents according to chronological order. To help readers to easily find and use relevant materials, this edition groups the documents into three categories as follows: the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China and its amendments and interpretations; related decisions on the implementation of the Basic Law made by the National People’s Congress and its Standing Committee; and other related documents.
It is our sincere hope that this new edition could bring to our readers richer contents and more convenience.
